Born on November 26, 1960 in the village of Merke, Merke District Zhambyl region.
He graduated from the Kirov Kazakh State University (jurisprudence) in 1983. he holds a Doctor of Law degree.
1983 — 1990 — Researcher, Assistant Faculty of Law of the Kirov Kazakh State University.
1990 — 1991 — Senior Consultant, Head of sector of the Department of Law and Law Enforcement of the Supreme Council of the Kazakh SSR.
1991 — 1994 — Deputy Head, Head of the Department of Legislative Affairs, legal review and analysis, Head of the Secretariat of the Chairman of the Supreme Council of the Republic of Kazakhstan.
From February to April 1994 — Deputy Head, Head of the Department of Legislation Office of the President and the Cabinet of Ministers of the Republic of Kazakhstan.
1994 — 1997 — Head of the Department of legislative initiatives and legal expertise, Head of the Department of Legislation and the judicial system of the Administration of the President of the Republic of Kazakhstan.
1997 — 2000 — The Minister of Justice of the Republic of Kazakhstan.
